Contract No, and Title: URLIP/SDN/CW/01, Drainage, Road, Footpath and Street Improvement of Siddharthanagar Municipality 

Deadline for Submission of Bids: 22nd April 2024 

 

1. The Government of Nepal has financed from the Asian Development Bank (ADB) for the Urban Resilience and Livability Improvement Project (URLIP). Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

 

2. The Siddharthanagar Municipality, Office of the Municipal Executive, Urban Resilience and Livability Improvement Project (URLIP), Project Implementation Unit (PIU), Siddharthanagar, Rupandehi ("the Employer") invites electronic bids from eligible Bidders for the construction and completion of Drainage, Road, Footpath and Street Improvement of Siddharthanagar Municipality ("the Works").

 

3. Open Competitive Bidding (OCB), International will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

 

4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding (refer Section 3 for other qualification criteria):

 

  • Minimum Average Annual Construction Turnover (AACT) of USS 9.95 million calculated as total certified payments received for contracts in progress or completed, within the last five (5) years.
  • Must demonstrate availability of Financial Resources (less its financial obligations for current contract commitments), meets or exceeds the total requirement for the subject contract, as detailed below:

Sole Bidder : USS 1.64 million

Joint Venture 

One partner must meet or exceed its required share of 40% :  USS 0.65 million

Each partner must meet or exceed its required share of 25% : USS 0.41 million

The combined financial resources of the Joint Venture : USS 1.64 million

 

Contracts of Similar Size and Nature 

i. Participation as a contractor, Joint Venture partner, or Subcontractor in at least two Road Construction Contracts that have been satisfactorily and substantially completed within the last ten (10) years, where the value of the Bidder's participation under each USS 1.64 million. contract exceeds USS 9.82 million.

Each Partner must have completed a single road construction contract where the value of the Bidder's participation exceeds USS 3.08 million.

 

ii. Participation as a contractor, Joint Venture partner, or Subcontractor in at least one Contract that have been satisfactorily and substantially completed under open international competition based on FIDIC or Multilateral Development Bank (MDB) contract document for any Civil Works, either in Nepal or in any other country outside the country of incorporation of the bidder, with minimum value of USS 9.82 million.

6. To purchase the bidding documents in English the eligible bidders should:

 

  • download the bidding documents from Public Procurement Monitoring Office's (PPMO) e-GP portal www.bolpatra.gov.np/egp
  • pay the nonrefundable fee of NRs. 20,000 (Twenty Thousand) or US$ 200 (Two Hundred) in the the form of Bank Voucher in employer's Rajaswa (revenue) account as specified below:

7. Electronic bids, accompanied by a Bid Security of USS 228,000.00, must be delivered through PPMO's e-GP system www.bolpatra.gov.np/egp on or before 12:00 hours of 22nd April 2024.

 

Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives who chooses to attend at the address above on 12:15 hours of 22nd April 2024.

 

In case the day of final Bid submission falls on a public holiday, the final Bid Submission/opening date shall be the following working days.

 

8. Any addendum, clarification to the bidder's queries and corrigendum etc. will be published at the e-GP portal www.bolpatra.gov.np/egp.

 

9. Pre-bid meeting with the Bidders will be held at Siddharthanagar Municipality (address given below) at 11:00 hours on 5th April 2024, 9. Bidders interested in participating in the bids are advised to attend the same. Bidders are encouraged to visit the site, at their own cost, before the pre-bid meeting/submission of bid.
