Ministry of Land Management, Co-operatives and Poverty Alleviation

1. Government of Nepal (GoN) has allocated fund from Government of Nepal toward the cost of Consulting Service for Data Cleaning, Data Migration, Networking Support for implementation of Nepal Land Information System (NeLIS) and Mero Kitta" Application (Data optimization, networking and server management, web map services, hosting live system and system support).and intends to apply a portion of this fund to eligible payments under the Contract for which this Expression of Interest is invited for National consulting service.

2. The Survey Department, now invites Expression of Interest (EOI) from eligible consulting firms ("consultant") to provide the following consulting services: Consulting Service for Data Cleaning, Data Migration, Networking Support for implementation of Nepal Land Information System (NeLIS) and MeroKitta" Application (Data optimization, networking and server management, web map services, hosting live system and system support).

3. Interested eligible consultants may obtain further information and EOI document free of cost at e-GP system www.bolpatra.gov.np/egp.

4. Consultants may associate with other consultants to enhance their qualifications. 

5. The interested firms to ensure their eligibility, shall submit the following documents along with respective EOIs:

a. Copy of company/firm Registration certificate 

b. VAT/PAN Registration 

c. Tax Clearance certificate for the Fiscal year 2079/80

6. Expressions of interest shall be submitted online through e-GP system www.bolpatra.gov.np/egp on or before 12:00 hour on May 31, 2024. EOI received after deadline will be rejected. EoI shall be opened in 13:00 hours on May 31, 2024 at the office of Survey Department, Minbhawan Kathmandu.

7. In case the last date of obtaining and submission of the EOI documents happens to be a holiday, the next working day will be deemed as the due date but the time will be the same as stipulated.

8. EOI will be assessed based on Qualification, Experience, and Capacity of consulting firm and key personnel. Minimum score to pass the EOI is 60 marks. Based on evaluation of EOI, only shortlisted firms will be invited to submit technical and financial proposal through a request for proposal.

9. Survey Department, Minbhawan, Kathmandu reserves the right to accept or reject any or all applications, or cancel the entire proceedings without giving any reasons, whatsoever.
